I’m kind of confused what you’re asking here. The confusion is about “what universal sets can you make” and “what small set of set of operators have you discovered is universal”. Aren’t those the same thing?

The first one asks for any set. The second one asks for a subset of {and, or, not}.

Have you worked with sets before? If you’re not very used to sets, watch a couple introductory YouTube videos about them.

If that’s not it, then I’m not clear on what the issue is, but I could just reword the question and maybe that would help.
